LESCO Under Fire Over Net Metering to Net Billing Shift

Lahore Electric Supply Company (LESCO) is facing strong criticism for allegedly billing solar power consumers against their signed agreements. The power utility has now started collecting records of customers shifted from net metering to net billing to review and fix the issues.

Many solar users complained that their electricity bills did not follow the original contracts or the government’s solar policy. LESCO directed its offices to provide certified copies of agreements and demand notices for affected consumers. Officials are also gathering records for systems up to 25 kilowatts installed before February 9.

This controversy comes after Pakistan introduced new prosumer regulations in 2026. The shift from old net metering (where excess power is credited at higher rates) to net billing has created confusion and disputes. Consumers fear higher bills and unfair treatment despite investing in solar systems to cut costs and fight power shortages.

Solar adoption has grown rapidly in Pakistan due to expensive grid power and unreliable supply. Many households and businesses installed panels expecting fair rules. Now, they demand quick resolution and bill corrections. LESCO says the review aims to align billing with federal policy.

Fair implementation of solar policies is important to encourage more clean energy use and support the government’s green goals.
