Pakistan Explores Battery Swapping for Electric Bikes and Rickshaws

A fresh analysis published on 21 September 2026 points to battery swapping as a practical way to speed up electric vehicle adoption in Pakistan. The approach could cut high purchase prices and long charging waits that currently slow the shift, especially for motorcycles, rickshaws and commercial fleets.

Under the Battery-as-a-Service model, buyers get an electric vehicle without the battery. They pay a subscription or usage fee and simply exchange a drained pack for a fully charged one at a station. Batteries make up 30 to 40 percent of an EV’s cost. Removing them from the sale can lower the upfront price by roughly 20 to 30 percent. The arrangement also shifts wear-and-tear and replacement costs away from individual owners.

Pakistan aims for electric vehicles to make up 30 percent of new sales by 2030. Its huge two- and three-wheeler market offers a clear starting point. Experts note these vehicles use about 40 percent of the country’s petrol. Faster swaps would keep commercial vehicles on the road longer and could cut operating costs per kilometre by 20 to 30 percent.

Energy specialist Moazzam Husain suggested beginning with city motorcycles and rickshaws. A typical Rs250,000 electric motorcycle might drop to around Rs150,000 without the battery. With a possible subsidy, the buyer’s initial outlay could fall near Rs70,000, with the battery supplied through monthly payments.

Success will depend on standard batteries that work across brands, reliable power supply, affordable tariffs and a network of stations. A separate project led by LUMS Energy Institute, backed by the Mitigation Action Facility, is already preparing to roll out thousands of swappable electric three-wheelers and more than 100 stations in Punjab cities. If scaled carefully, the model could help cut fuel imports, ease urban pollution and make cleaner transport more affordable for everyday users.
