The Punjab government is changing how new cars and motorcycles are registered. Under the new plan, vehicles must be registered before they leave the dealership showroom.
All vehicle dealers in Punjab will join the Dealer Vehicle Registration System (DVRS). Buyers will receive a fully registered vehicle directly from the showroom instead of handling registration later. The change aims to cut delays, improve transparency, and support the province’s digital services push.
Proposed Service Charge Increase
The Excise and Taxation Department has proposed higher DVRS service charges:

Officials say the extra money will help expand digital registration services.
Expanding Dealer Participation
Currently, only 102 licensed DVRS dealers operate across Punjab after nearly 11 years. Of these, 96 can register motorcycles and just six can register cars. Authorities have told all Motor Registration Authorities to invite more dealers to join the system. The department has also asked the government to simplify licensing and lower related fees.
Dealers Express Concerns
The Car Dealers Association has raised questions about giving DVRS licenses to every showroom and wants further talks before the rules take effect.
If approved, the new system should make buying a vehicle simpler, reduce paperwork, and ensure every new car or bike is properly registered before it reaches the road.
