Pakistan Removes Licence Requirement for Rooftop Solar Systems Up to 25kW

Pakistan has made it easier for ordinary people and small businesses to install rooftop solar systems. On 7 August 2026, the National Electric Power Regulatory Authority (NEPRA) amended its Prosumer Regulations 2026. Now, households and small businesses installing solar systems of up to 25 kilowatts no longer need separate approval or a licence from NEPRA.

Instead, electricity distribution companies (DISCOs) can directly approve these grid-connected systems. Consumers simply submit their applications to their local DISCO. This change cuts paperwork and removes long delays that previously slowed down installations.

The move comes through official notification S.R.O. 1320(I)/2026. NEPRA used its powers under the electricity regulation law to expand the role of DISCOs. Small prosumers are now fully exempt from seeking the regulator’s concurrence.

Pakistan has seen a huge boom in rooftop solar in recent years. High electricity prices and frequent power cuts pushed many families and shops to install panels. Estimates suggest 15 to 25 percent of households already use some form of solar power. By removing this extra layer of approval, the government hopes more people will switch to clean energy faster.

The new rules mainly help residential users and small commercial setups. Larger systems above 25 kW still follow the previous process. Experts say this simplification will reduce red tape, lower costs, and encourage wider solar adoption across the country.
