PM Orders Nationwide Digital Fuel Tracking System to Stop Hoarding

Prime Minister Shehbaz Sharif has ordered the creation of a nationwide digital system to track fuel movement across Pakistan. The step aims to stop fuel hoarding and improve control over the petroleum sector.

He gave the directions while chairing a high-level meeting on reforms at the Oil and Gas Regulatory Authority (OGRA). The new system will follow the Federal Board of Revenue’s successful monitoring model. It will digitally track petroleum products from ports and refineries all the way to storage depots and petrol pumps.

The prime minister also called for a full restructuring of Ogra. He directed officials to hire skilled experts from the private sector through a fair and open process. In addition, he asked for faster work on the government’s refinery upgrade policy and stronger coordination between regulators and their ministries.

Ogra told the meeting that it has already launched several digital tools. These include a National Monitoring Dashboard, Tanker Track and Trace System, Depot Tank Telemetry, the Rahguzar mobile app, Digital Sales Entry System, and a Central Monitoring Cell.

A data-based enforcement drive in July 2026 used these tools and found several cases of fuel hoarding, unnecessary supply cuts, and other rule-breaking. The authority issued show-cause notices and started legal action against those involved.

Officials said the wider reform plan covers full digitalisation of operations, a new compliance wing, better licensing rules, and stronger legal and financial systems. The prime minister stressed that steady fuel supply and fair prices for the public remain top priorities. No negligence or corruption will be allowed.

Once fully running, the digital tracking system is expected to bring greater transparency and reduce illegal practices in the oil and gas sector.
